Located near Hualien Tourist Fish Market, Niaotashi Shopping Mall (鳥踏石購物廣場) was completed in 2007. The overall design is in an elegant Mediterranean style, with the main structure being composed of a low two-story building. However, its location is some distance from the tourist fish market, forcing would-be visitors to make a rather long detour. Moreover, many large factory buildings are located in the area, as well as traffic from freight cars and gravel trucks, which poses the question of road safety. These negative external factors that make it extremely difficult for the majority of both foreign and local tourists to arrive, created adverse operating conditions.
Initially, the development was earmarked to be a combination of shopping mall and boutique mall, but when the government put the development out to tender there were no bidders. When put out to tender for a second time, only Far East Steel Safe Manufacturing Co., Ltd (henceforth referred to as Far East) made a bid, therefore winning the tender without a hitch. In 2008, the county government and Far East signed a seven-year contract. Two years later, a celebration was held after the necessary investment for the project was secured, including investment from a convenience store chain, seafood restaurants, cafes etc.
However, from the outset it appeared there were serious discrepancies between the proposed future of the development and the site’s positioning. Just as nearby fishermen anticipated, local residents were not attracted to the shopping mall, and tourists were scarce, making the development commercially unviable; one by one businesses folded, leaving a derelict development that became a serious law and order concern of the area around Hualien fishing port. In 2012, the county government and the Far East terminated the contract, but the development would lie idle for a further year, until the Control Yuan Audit Department had completed its job.
As Niaotashi Shopping Mall is situated near the seaside, strong sea breezes have caused railings outside the buildings to corrode. In addition, internal pipe work, electrical wiring, and computer lines all need to be overhauled. Rusting on parts of the doors and windows has made it impossible to open some of the windows, and even fire equipment does not conform to set standards. In order to solve the problem of basic security, the county government’s department of agriculture has provided a repair fund, and also applied to the Council of Agriculture Fisheries Agency who are expected to invest around US$345,000, to rescue a development that cost more than US$1 million in public funds to build.
Niaotashi Shopping Mall is currently in the safety-testing phase, but once design and repair works are completed it will be taken over by Hualien Fisherman's Association and returned for use in fishing operations. “ If the entire fishing market can be moved across and more investment found, maybe this place still possesses some business potential,” said a local fishmonger.

花蓮鳥踏石購物廣場閒置五年 今欲回歸漁港漁業功能
民國九十六年「鳥踏石購物廣場」完工，座落於花蓮觀光漁市附近，整體設計以地中海式的風雅建築為主，主體構造為一棟二層樓的低建築，然而，它的地理位置與觀光漁市尚隔一段距離，遊客需要繞一段路才能抵達，再加上附近大型工廠林立，貨運車及砂石車於道路上往來頻繁，影響用路人的行車安全，種種外在因素，導致多數外地觀光客與當地遊客不易到達此地，不利其營運。
最初，鳥踏石購物廣場的發展定位屬「複合式精品商場」型態，但政府在第一次招標時，因無廠商競標而導致流標；第二次則因只有遠東鐵櫃鋼鐵公司（以下簡稱遠東公司）投標，故其順利得標。縣政府與遠東公司在民國九十七年簽下七年的合約，二年後才招商成功，並以伴手禮、連鎖便利商店、海鮮餐廳、咖啡館等性質的業者合作，與一開始預定的發展定位有所差異。根據附近的漁民表示，在地居民並不會特意到購物廣場買東西，來此消費的觀光客也是寥寥無幾，因此在無商機的狀況下，商家一間間的關閉，成為蚊子館，還成為花蓮漁港一帶的治安隱憂處。縣政府與遠東公司雙方於民國一百年解約，但解約後閒置時間超過一年，因無有效利用而遭到監察院審計部糾正。
鳥踏石購物廣場因鄰近海邊，建築外部的欄杆在海風長期的侵蝕下嚴重鏽蝕；其內部的管線、電路、電腦線路也需重新整修，部分門窗則因鏽蝕嚴重而無法正常開關，甚至連消防設備也不符合設置標準。為了解決最基本的安全問題，縣政府農業處自籌修繕資金，也向行政院農委會漁業署爭取經費，預計投入一千萬元，搶救這個當初花費一億三千多萬元的公共建設。
鳥踏石廣場目前已進入安全檢測階段，之後預計將完成設計監造作業，等未來修繕工程也結束後，將由花蓮區漁會接手營運，並依其在地性回歸到「漁港漁業」的型態。而當地的魚販表示，若能將整個漁場遷移過去，其餘地方再經由招商，或許這地方就能擁有更多商機。
