The controversial Susu Event in 2016, which triggered nationwide discussions about the status and behavior of citizen journalists, led many people unfamiliar with citizen journalism to form a negative view of citizen journalists. At the 2017 PeoPo Citizen Journalism Symposium, the second topic up for discussion was citizen journalism and citizen journalists. Several panel speakers shared their thoughts regarding the definition of a citizen journalist and put forward their suggestions and views on the kind of issues that they believe citizen journalism should report on.

Citizen journalist A-Ben, one of the panel speakers and a longtime participant in citizen journalism asked what exactly defines a citizen journalist and who defines it? It is the citizen journalists themselves who define it. Director of PTS News Department, Li Chih-te, touched on a couple of major issues facing citizen journalism; if ordinary journalists must make a distinction between their personal life and professional work, then shouldn’t citizen journalists also do the same? Shouldn't there be one consistent standard for all and, if so, what should this standard be? In addition, Eve Chiu, Foundation for Excellent Journalism Award CEO, who has observed the development of citizen journalism, expressed her joy to see the flourishing of civic power in Taiwan. Through the development of citizen journalism, she believes that a sphere of discourse can be formed, not just for salaried professional journalists, but one in which everyone can participate and interact, which was in fact, the original intention for the promotion of citizen journalism. Karen Hsu, an executive with the Global Workers' Organization, Taiwan, said that citizen journalism gives foreign migrant workers a voice in Taiwan, allowing them to express their views, promote themselves and advocate their rights and benefits, while at the same time also promoting the labor rights of their fellow countrymen. Finally, during the open discussion, the enthusiastic questioning by many participants regarding the status and standpoint of citizen journalists prompted a great deal of exchange and discourse, bringing understanding and clarity to many previously gray areas.

2016年發生的素素風波，引發了各界對於公民記者身分，以及行為分際的討論，不少沒接觸過公民新聞的朋友，也因為這個事件對公民新聞，有了負面的看法。2017PeoPo公民新聞研討會，第二場的主題為公民新聞與公民記者，幾位與談人就他們心中的公民記者定義，以及公民新聞應該報導些什麼，提出了看法與建議。

參與公民新聞多年的與談人公民記者阿Ben認為，公民記者是什麼？誰在定義？是公民記者本身自己在定義。而與談人公視新聞部經理李志德則表示，若一般機構記者有專業跟個人身分的區別的話，那公民記者是不是應該也要有？中間的標準是否應為一致？至於標準是什麼？也是一個非常困難的問題。另外，與談人卓越新聞基金會基金會執行長邱家宜，一路觀察公民新聞在台灣的發展，樂見台灣蓬勃的公民力量，透過公民新聞展現；她認為公共的論域能夠形成，不只是有領薪水的專業記者在報社做訊息的守門，而是每個人都可以參與並形成互動，這就是提倡公民記者的初衷。而與談人臺灣外籍勞動者發展協會理事長徐瑞希則表示，外籍移工可以透過公民新聞來做自己的發聲、表達自己的觀點，甚至是促進自我，倡導權益的能力，同時也可以為同鄉來發聲促進勞動權益。最後，在共同討論時間，也有許多參與者踴躍提問，對於公民記者的身分與立場進行交流與討論，帶來不少的啟發。
