2011年世界管樂年會主辦權確定落在嘉義市，黃敏惠市長在市府中庭與喜愛管樂人士，一同分享這份來自國際的肯定與榮耀。黃市長首先以興奮的心情向全體國人報告，2011年世界管樂節將在台灣、嘉義市舉行，她並以Chiayi（嘉義市）拆成chia-chia （恰恰）You and I！向國際友人介紹。
