【災區兒童一個未完成的心願－成立八八災區育幼院（兼圖書館）】
屏東縣原住民文教協會理事長梁明輝昨(12/19)表示，感謝在八八水災之後對於原住民地區所付出的愛心。有人捐贈物資，有人捐助款項，有人擔任志工，有些藝人明星不收取酬勞義務演出。大家不分族群、宗教、地域互相幫忙，讓我們內心覺得好溫馨!八八水災之後，我們除了成立14間克難式的災區兒童課輔教室並實施免費的課輔。其次，也協助約520位繳交註冊費困難的學生及發放全體災民生活物資，另外也辦理32場次災民心靈重建工作、災民技藝訓練等服務。
在此同時，協會也積極的要為災區兒童籌募一間育幼院（兼兒童圖書館），因為在八八水災時罹難或重殘的高屏二縣原住民同胞約有600人，我們發現其中200人之子女都還很小(嬰兒、幼稚園、國小)需要照顧。經過本會進一步訪查，當中約有140位嬰幼兒目前是找到了可以照顧的人，但是尚有約60位是無人有意願認養(連親戚都說沒有能力)，亟待社會人士援助。所以才興起要成立八八災區育幼院之念頭。成立育幼院還可當作圖書館及附近10個原鄉部落的兒童免費課業輔導之場所，以彌補八八災區教育資源嚴重不足之問題。
梁明輝理事長說原先有發公文向屏東縣政府請求協助設立育幼院(含圖書館)，所得到的答覆是沒有經費，但是他們可以提供一塊土地(面積約一分二左右，地點在新赤農場泰武災民永久屋預定地內)。雖然土地小了一點，但是我們還是感謝政府的幫忙。我們請建築專家估價興建育幼院(含圖書館)的經費，約需三千萬元左右(未包含裡面的設備)，因此本會正式函文向內政部申請勸募活動，也順利獲得其同意(核准辦理字號:內授中社字第0980704159號函)。本會勸募的時間為99年1月1日至99年12月31日，如果一年內未達目標，我們打算就延長分三年募款，一年一千萬元(到達一千萬元時，我們預計先做第一期工程)。然而經過約一年的努力，勸募工作進行的並不是很順利，今年只募到新台幣約850萬元左右(捐款情形公布於本會網站)，離目標尚有一大段距離。可能是因為時間因素，八八水災已過一年多，大家熱情已過；另一方面是我們缺乏募款的經驗，方式待改進。不管結果如何，還是要在此深深的感謝您們曾經雪中送炭的愛心，您們是原住民永遠的朋友！
