Mawudu River, beside Mawudu Village in Guanxi Township, Hsinchu County is an area of outstanding natural beauty, the upper reaches home to Guanxi Township Water Plant, the lower reaches a source of drinking water for many. One day, a local resident and citizen journalist became alarmed when a yellow slurry appeared in the river, which was traced to large-scale restoration works by no other than the Soil and Water Conservation Bureau. At first the bureau stated that the works were part of a project to improve farm roads for a local ‘farmhouse’, where they landscaped and laid a beautifully engineered 300m long stretch of steeply inclined ‘farm road’, in addition to a number of large gutters.

However, these engineering works could not defend against the unstable steep land and in a short period of time a section of the ‘farm road’ had collapsed. The citizen journalist persisted to ascertain exactly what was going on; Firstly, the protective embankments on either side of the road added up to around 200m of embankments, and these embankments used a large amount of rocks from the area to protect the ‘farmhouse’ from the steep land. The stretch of Mawudu River from the head to Jinshan Bridge is 15km in length and all have used natural bioengineering methods – Why then has this short section used such a brutal and savage construction method? Secondly, prior to any kind of river engineering works, a water diversion channel should have been put in place, that is, a culvert pipe should have been buried in order to allow the clean river water to bypass the construction site and reduce pollution from the engineering project. However, these important steps were completely ignored, and as a result of this negligence, the Soil and Water Conservation Bureau has caused a disaster in Mawudu River.

新竹關西馬武督溪畔的馬武督部落，是個好山好水之境，馬武督溪，是鳳山溪的上游，關西自來水水廠在下游取水。某天住在當地的公民記者驚見溪水變成黃濁的泥漿，才發現原來是水保局在整治野溪，大動工程。水保局首先以改善農路為名，為當地一處「農舍」鋪設了一條長達三百公尺加上坡坎與美化工程的豪華「農路」，再為這「農舍」建構幾條大排水溝，然而，這些「水保」工程仍防護不了這塊坡地的滑動坍塌，「農舍」周遭到處都可見土石滑落，植被陷坍，剛鋪設完工不久的豪華「農路」亦有掏空的現象。公民記者直宜，這工程還有幾個可議之處，第一、左右堤防加起來超過二百米，以水泥灌漿做堤防，原有大大小小石塊全搬到坡上要幫那「農舍」護坡，馬武督溪從源頭到錦山橋十五餘公里，全以自然工法施工護堤，唯獨此處以如此粗暴的方法施工，為什麼？第二、河川工程在施工前應先做好「清濁分流」，也就是在施工處前方埋設涵管，將原本潔淨的溪水導入涵管，經過工地，再排入下游河川，這樣可以降低工程帶來的河川污染，可是這些前置作業完全沒做，因為水保局的疏忽，造成馬武督溪的浩劫。
