蔡英文page 352聲稱Hindley如此主張:「以對外政治關係而言,進口國政府會遲疑於指控老夥伴國家涉入擾亂市場,原因是國際貿易通常被視作政治讓步交換的結果。」原文,"In terms of external political relations, the government would hesitate to accuse old-established partners of market disruption because international trade is usually regarded as an exchange of political concessions."蔡英文(page 352)
但事實是,Hindley如此主張:「進口市場原來由早期建立的老貿易夥伴主宰,市場之所以被低價打亂,往往是來自新的冒進者,他們的唯一優點是更有效率的生產優勢,且願意低價促銷。」原文:Imports into its market may traditionally have been dominated by the products of old-established trading partners; while the ‘disruption’ of the market may well be occurring as an outcome of the arrival of (in the view of the government) some brash newcomer whose only merit is greater efficiency and a resulting willingness to sell the product more cheaply.(Hindley, 1980, p. 326)

Hindley說:原來和貿易老伙伴相安無事,但有新進者因效率而低價。所以,進口國希望針對新的出口國談判,即從事VER,否則,若利用GATT則須遵守非歧視原則。
