Typhoon Kong-Rey strikes

Torrential rain brought by Typhoon Kong-Rey has left residents living in southern Taiwan shocked. In a period of less than thirty minutes after making landfall, Kong-Rey had submerged Chiayi City in water. At approximately 2 p.m. on August 28, the drainage system for Boai Rd., Ziyou Rd., and Beixing Rd. became overwhelmed by the sheer volume of water, leaving proprietors insufficient time to take preventative action and turning the city streets into a giant river.

The flood brought chaos, and put cars, motorcycles and pedestrians into a very precarious situation. After rivers breached their banks, surrounding farmland and connecting roads into the townships of Zhongpu, Zhuqi, and Meishan became swamped by the deluge, inundating the area with water for as far as the eye could see. Due to the fact it wasn’t until 7.45 a.m. on the August 29, that Chiayi City Government announced the suspension of work and school, many residents had already left home to brave the rain.

Unfortunately, bridge closures due to flooding caused huge traffic congestion and countless vehicle breakdowns. Following the government’s belated announcement to suspend work and school, residents were once more forced to venture into the perilous flood zones, leaving them speechless and downright miserable.

康芮颱風來襲

康芮帶來的雨量讓南部民眾驚訝，康芮登陸台灣的剎那，嘉義市即陷入水鄉澤國，8月28日下午大約二點的時段，博愛路、自由路口、北興街路段，在不到30分鐘的短暫時刻裡，地下排水系統即無法承受，路面隨即陷入水鄉，沿路商家來不及防備，個個手忙腳亂，路邊機車和小客車岌岌可危。在嘉義中埔、竹崎、梅山等地的農田與產業道路，部分野溪來不及宣洩，雨水直接倒入農田和產業道路，放眼望去一片汪洋。

由於嘉義縣市政府在29日早上7點45分左右才宣佈停班停課，許多民眾早已冒雨外出上課或上班，延路又因橋封水淹，造成道路壅塞、甚至車輛拋錨。宣佈停班停課後，又必須冒險穿越淹水地區，民眾心裡著實苦不堪言。
