Considered a World War II heritage site of international standing, Gong-He Military Village, which was a naval air force residential village for higher-ranking officers, located in Donggang, Pingtung County, dates from the end of the Japanese occupation of Taiwan. Following the arrival of the Nationalist government in 1949, the area, which features many cultural elements from the Japanese occupation, including dormitories, fire hydrants, air-raid shelters, military pillboxes and sewage treatment ponds, was earmarked as an air force dependents’ village.

The community’s lush green environment not only provides local residents with a valuable place to engage in their morning exercise, but also acts as important green lungs to the overly developed area of Donggeng. However, under the Defense Department’s current redevelopment policy, all of the cultural assets in Gong-He Military Village, including the stunning Royal Poinciana (Delonix regia) trees that have seen illegal plundering, face a grim future.

The green environment of Gong-He Military Village has been an important place of rest and relaxation for decades. However, over time, the danger and damage caused to roads by large vehicles related to redevelopments in the area has brought about a sharp decline in visitors.

It has been sad to witness the change in Gong-He basketball court over the years. The changes have been called ‘development’ by the Defense Department, and ‘transformation’ by official Donggeng representatives, but what you and I have witnessed is something else.

位在屏東縣東港鎮中心的共和新村,是日治末期東港海軍航空隊官舍區,是國際級二戰軍事遺產。民國38年國民政府來台後,將這裡規畫為空軍眷村,保有大批日式宿舍、消防栓、防空洞、碉堡與污水沈澱池等日軍文化財;社區遍佈濃蔭綠地,是鎮民散步運動最佳去處,在高度水泥化的東港鎮,是珍貴的都市綠肺。然而在國防部眷村改建的政策下,共和新村的古蹟面臨嚴峻考驗,共和新村最老的鳳凰木,也遭人盜挖。

共和新村過去數十年來,一直都是東港鎮民散步、休憩的地方,但因為改建,大型車輛的進出平凡,早已造成路基毀損,路不平,問題重重,危機四伏,如今散步人潮也逐漸減少。公民記者感嘆,看著共和新村籃球場的今天與過去,這種生活空間的改變,軍方說是「進步」,東港鎮民代表說是「轉型」,你我又看到了什麼?
