Dogs move forward – Animal right’s activists petition city government

With their beloved canine-kids in toe, hundreds of pet lovers from across the country gathered at the plaza in front of Taichung City Hall to ask the municipality to address the issue of dog’s rights. In the process of delivering the petition, Taichung City Government’s Animal Protection and Health Inspection Office Director Yu Jian-zhong continually stressed that the city was doing a wonderful job in protecting animals! His response further infuriated the already smoldering masses, and in the heavy rain, the two sides remained locked in a stalemate. However, participating canine lovers stayed resolute and demanded the municipal government come out and respond to the six main demands set out in the petition:  Taichung City Government’s Animal Protection and Health

Inspection Office Director Yu Jian-zhong response to the six main demands put forward by the TRA (Taiwan Rescue Animals) are as follows:

• Stop animal slaughter: Gradually reduce animal euthanasia, not exceeding 5000 annually

• Severe punishment for abandoning animals: Implement subsidies for sterilization of cats and dogs, public animal shelters to adopt comprehensive sterilization of cats and dogs

• Adoption to replace culling: Increase the number of adoption areas to 43, coordinate the launching of a ‘Dog training branch’ and ‘Blind Date Car’ to improve the number of adoptions. 

• Open up the park: Already completed amendments to the law have been send to the Ministry of the Interior for auditing - the ban on animals in the park has been lifted

• Unified chipping: Public opinion has been sent to the Council of Agriculture for deliberation  Citizen journalists believe a failure of the office director to directly respond to the demands of the petition constitute a refusal of Taichung City Government to accept the demands and further protest action should not be ruled out.

來自全國數百位網友，帶著自己的寵物聚集在市府廣場，要求市政府能正視毛小孩(狗狗)的權益，陳情過程當中，市府農業局動物保護防疫處長余建中不斷強調：台中市動保作的很好！更挑起群眾的憤怒，使這場大雨中的陳情活動陷入僵持狀態，但所有參與的朋友仍然堅持在原地要求市政府，出面對六大訴求做出明確回應。

台中市府農業局動物保護防疫處長 余建中在715行動中，針對TRA台灣臉書動保志工聯盟所提出六大訴求相關回應如下：
●停止虐殺：逐年降低動物安樂死數量，1年不超過5000隻

●重罰棄養：實施家犬貓絕育補助，公立動物收容所認養犬貓全面絕育

●認養取代撲殺：增認養點至43個，並且配合推出「訓犬課科」、「相親專車」等活動，提高送養率

●開放公園：已完成修法送內政部審核，現不取締動物進入公園

●統一晶片：將民眾意見送農委會研議

公民記者認為，處長無法針對民眾提出的六大訴求做出明確回應，視同台中市政府「拒收」陳情，不排除再次集結行動！
