Community newspapers forced to find operational self-reliance

In the first “Top Quality Community Newspaper” competition in Taiwan, “Huaguang Resistance Newspaper,” “Rechao Jiujiu – Sanlu Community,” and “Mingsheng Community Newspaper” took away awards for creativity and sustainability, with each and every one of the communities using its own unique method of management. 

Huaguang Resistance Newspaper was established following the demolition of the community and the forced relocation of its residents last October. Students sought out former Huaguang residents and published their thoughts in the Huaguang Resistance Newspaper. Each week, editor-in- chief Zhong Yu-ru (鐘俞如) invites articles from any interested parties, which she arranges and sends for typesetting and printing. Unfortunately, with insufficient funds, the paper currently faces the prospect of having to cease publication. 

The bimonthly “Rechao Jiujiu – Sanlu Community,” began formal publication in 2013. The publication’s staff is composed of an eclectic mix of retired and employed like-minded residents from different working backgrounds in the community who enjoy picking up a pen and shuttling throughout the streets and alleys of Sanchong, and Luzhou to report on all the hot stories. Each Wednesday evening, the members gather in a classroom at the community college to discuss layout and color options before meticulously proofreading the final version. After publishing, the members personally deliver the newspaper to final distribution locations before beginning the process of gathering new community stories for the next edition.  

The biannual Minsheng Community Newspaper, which has been in publication for the last 20 years, has a circulation of 25,000 copies. The publication’s volume attracts a large number of community advertisements, which has helped sustain its vitality throughout the years. Liu Guo-qing (劉國慶), editor-in-chief of Minsheng Community Newspaper said that though the negative influence from the 2008 economic slump forced the paper to change from a quarterly to biennial publication, as a vitally important source of spiritual nourishment in the community, the paper will most definitely remain in circulation.

社區報多方經營 未來需自力更生

在第一屆「社區比報─優良社區報選拔活動」中,《華光抗報》、《熱炒久久——三蘆社區報》《民生社區報》分別獲得最佳議題獎、創意獎、永續獎。各家社區報也都有自己的經營之道。

台北市華光社區拆遷後的10月,《華光抗報》創刊。學生尋找之前的居民,訪調後寫下感想,刊登在《華光抗報》上,總編輯鐘俞如每週向大家邀稿,整理後進行排版並印刷。但由於資費不足,目前抗報正面臨停刊危機。

兩個月一期的《熱炒久久——三蘆社區報》,2013年正式創刊。來自不同行業的職員、退休的成員和志同道合的居民拿起筆桿,穿梭於新北市三重、蘆洲的大街小巷,以團隊形式採訪社區裡的人事物。每週三晚上,成員聚集在社大教室討論版型和色彩,逐字校稿,每個圖說都力求精準。刊印完成後,成員也各自負責定點派報,並尋找下一期的新聞點。

來自台北市民生社區的《民生社區報》歷經20年歲月,這份半年刊的在地報每期發行25000份。發行量也吸引可觀的社區廣告投入,這也延續了民生社區報的生命力。《民生社區報》總編輯劉國慶說,2008年後,社區報多少受到經濟不景氣得影響,也從季刊改成半年刊,但一定會持續發行,因為這是代表社區很重要的精神食糧。
