This March, the Executive Yuan approved a part-time teacher hourly fee adjustment program of 16%. After over 21 years of unadjusted low-paying hourly fees, starting from August 1, part-time teachers will be eligible for hourly fee rises of anything from NT$95 to 130 - an important improvement to the situation.
However, a number of private higher education unions and teachers discovered that many private college principals intend on making a joint agreement to opt out of increasing hourly fees. There is a fear that should teachers from private colleges miss out on this hourly fee rise, private colleges are on course to cut ties with public colleges in the future. On June 20, Taiwan higher education unions held a press conference calling on the education authorities to intervene.
After previously holding a part-time teaching position in a private college, Kuang Chung-Shiang (管中祥), who currently holds a position as assistant professor at the Department of Communication National Chung Cheng University, knows only too well the difference in working conditions between public and private colleges. However, he mentioned that the work levels at the private college he worked at in the past were similar to that of the public college he works at now. He stressed that if hourly pay rates at private colleges become disconnected, it will have a knock on effect on public colleges. He believes that if the Ministry of Education allows private colleges to opt out of implementing a pay rise it will lead to wage differentiation.

過去曾擔任過私立大學兼專任講師,明顯感受到公私立大學勞動條件差易的中正大學傳播系副教授管中祥,他提到他過去曾在私立大學的努力,與現在公立大學沒有差別。他強調,公私校調漲鐘點費若脫鉤,並不是與國立大學受雇者無關。尤其他認為教育部若容許私立大學不調漲,這是帶頭分化、讓薪資差異化的作為。
