+Soldier's Death Sparks Massive Protest洪仲丘事件引發大規模抗議 -by Whats Englis

(WSJ, August 6, 2013) —The death of an army conscript continues to send political shockwaves through Taiwan, with anonymous online organizers rallying more than 110,000 protesters to flood the streets of Taipei over the weekend.

Many young people were among the protesters clad in white tops who marched on the Presidential Office on Saturday. Protesters sung a variation of a revolutionary song from the musical “Les Miserables” while holding aloft an image of an eye inspired by George Orwell's dystopian novel “1984.”

While protests are common in Taiwan, the suspicious death of 24-year-old army conscript Hung Chung-chiu has struck a particularly raw nerve with ordinary citizens. Mr. Hung died 72 hours before his scheduled discharge after being ordered to perform excessive physical activity as punishment for bringing a smartphone onto base without permission. Military prosecutors said some of Mr. Hung's superiors bypassed standard disciplinary procedure because they held grudges against him.

Many people found the government's investigation of Mr. Hung's death unsatisfactory, especially the vague initial answers given by officials. Meanwhile, the event has stirred up wider grievances against the island's conscription military and President Ma Ying-jeou's administration.

The fallout has already resulted in the replacement of two defense ministers, a public apology by President Ma and the indictment of 18 military personnel. But if the massive turnout Saturday is any indication, public outrage continues to boil.

The movement also has been widely viewed as less partisan than most political movements in Taiwan, and local scholars have tipped it as evidence of the island's maturing democracy.

“There are not as many political hands behind this movement this time,” said Alexander Huang, a professor at the Graduate Institute of International Affairs and Strategic Studies at Taiwan's Tamkang University. “There are a lot of relatively young people with idealistic expectations.” Protests in Taiwan are often either directly or indirectly organized by a political party.

The mysterious group organizing this weekend’s protest has also captured the public imagination. Saturday’s protest was organized by a little-known civic group called Citizen 1985, which local media say was founded by 39 anonymous strangers who met on a social website.

Taipei resident Rick Chiang, 31, who was participating in Saturday’s event, said he had never been to a political protest before but joined this one because he felt it sent a strong message to the government.

“This one is important because the rally was organized by enthusiastic people and volunteers without any political party involved,” he said. “That shows the anger from people with no political intention.”

The protest - like many expressions of democracy in Taiwan - has been keenly followed across the strait by Chinese netizens and was a hotly discussed topic on Weibo on Monday.

Despite the ostensible nonpartisan nature of the movement, it is likely to further weaken public support for President Ma’s administration, as well as for the defense ministry, which is struggling to find enough recruits as Taiwan shifts toward a purely volunteer-based military. Currently, most Taiwanese males who reach age 19 must serve a year of military service.
